Among other things, the Advocate proposed that public institutions consider religious and other dietary choices, such as veganism, when preparing menus, in the same way that they adapt meals for health reasons. In doing so, institutions should follow dietary guidelines and provide high-quality, nutritionally comparable meat-free alternatives to meat-based dishes.

In addition, the recommendations say, institutions should ensure a transparent and timely publication of menus with clearly listed ingredients, allow students to cancel meals in a timely fashion or to bring their own food when no suitable alternative is available, and follow examples of good practice from educational institutions that have already successfully implement such inclusive dietary solutions.

The Ministry of Education told Razkrinkavanje.si that in providing school meals, schools must follow guidelines on nutrition in educational institutions adopted by the National Expert Council for General Education.

The ministry also stressed that schools are autonomous in designing menus as long as they comply with the applicable guidelines. Under these guidelines, a diverse and balanced diet includes, for example, fish as well as white and red meat, while schools are advised to combine meat with legumes as often as possible rather than offering meat solely as a standalone dish.

The guidelines also emphasise the principle of professional autonomy, meaning that school nutritionists and administrations are independent in designing menus, although they must take into the account applicable guidelines, legislation and recommendations from health experts. If they have any concerns about this, they may consult external experts or competent institutions.

Regarding the recommendations of the Advocate of the Principle of Equality on taking religious and other personal beliefs into account in designing school meals, the ministry said it is still preparing its response to the Advocate.

We have informed Zmago Jelinčič Plemeniti of our findings and will publish his response once we have received it. The claim that school meals at the Izola Secondary School do not contain pork is false.

Original article (in Slovenian) was published on 11/5/2026; Author: Aljaž Primožič The Advocate of the Principle of Equality in April sent recommendations to the Ministry of Education proposing that religious and other personal beliefs of children be considered when designing menus in educational institutions.
