They reported that during the term of Infrastructure Minister Alenka Bratušek, the costs of railway infrastructure renovations had, in some cases, increased by over 100%.

The article included a table containing data for eight railway station renovation or upgrade projects in Slovenia, which had been compiled using the AI tool Grok.

The data in the table was accompanied by an explanation stating it had been gathered from publicly available sources and that “the cost of most of these projects has risen sharply compared to estimates from previous years.” The project sources listed were the Infrastructure Agency (DRSI), media outlets, and public reports. However, the specific media outlets and reports referenced were not identified.

The Moja Dolenjska article was also republished by the portals Nova24tv and Demokracija.

According to Moja Dolenjska, the second rail track project between Divača and Koper was estimated at €940 million, while its current value supposedly stands at €1.353 billion.

However, 2TDK, the company managing the project, explained to Razkrinkavanje.si that in 2019, the project’s value was estimated at €1.150 billion, and following a revision of the investment program, it was reduced by €41 million. By the end of March this year, the project’s value stood at €910.5 million: “The project remains within the financial parameters defined at the outset and has not increased in price over the multi-year construction period.”

Moja Dolenjska portal also reported on the costs of three unfinished railway station upgrade projects, specifically Ljubljana, Jesenice, and the Brezovica, Preserje, and Vnanje Gorice stations, which are part of a joint project.

According to the portal, the initial cost for the upgrade of the Ljubljana railway station was €167 million. The DRSI clarified that the contractual value of the work for the upgrade of the aforementioned station is nearly €243.9 million.

The portal reported that the upgrade of the Jesenice railway station was initially supposed to cost €81 million, but according to DRSI data, the contractual value of this project is nearly €64.9 million higher than the figure cited by Moja Dolenjska, totalling €145.9 million.

The upgrade project for the Brezovica, Preserje, and Vnanje Gorice stations is supposed to have cost €105 million, according to Moja Dolenjska. DRSI explained that the contractual value of these works is €24.9 million higher, standing at €129.9 million. They noted that for the unfinished projects, “no claims have been submitted so far that would affect the contractual value, so these remain unchanged.”

Prices for completed projects incorrect

The portal also reported that the estimated value of the upgrade of the Pragersko railway station and hub, which was completed in June 2024, was €63 million, with the final cost being €18.5 million higher. According to data provided to Razkrinkavanje.si by DRSI, the final value of the upgrade was actually €3.6 million higher.

The Moja Dolenjska report also claimed that the upgrade of the Borovnica section and railway station, completed in June last year, was initially estimated at €92.5 million, but by the end of the works it was €19.5 million higher. DRSI explained that both the contractual and final values of this project were higher than the portal claimed in the article. The contractual price was €96.1 million, and the final price was nearly €105.9 million.

The portal cited a contractual price of €30.5 million for the upgrade of the Nova Gorica railway station, claiming the final value of this project was €32.5 million higher. As DRSI explained, the contractual value of the project was €50.7 million, while the final price was €900,000 lower.

Moja Dolenjska listed the contractual value of the Litija railway station upgrade as €15.5 million, while the final value of the project was allegedly €5.5 million higher. According to DRSI data, the project’s value was initially estimated at €17.5 million, and upon completion, it was €1.2 million higher.

As we reported in May, Marko Robnik Šikonja, a professor at the Faculty of Computer and Information Science, University of Ljubljana, characterized Grok, the AI model developed by Elon Musk’s company and used by Moja Dolenjska to prepare the article, as “intentionally highly right-leaning.”

We presented our findings to Moja Dolenjska.
