However, a conspiracy theory circulating on social media falsely claims that the initiative is intended to increase surveillance of citizens.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new proposal by the European Commission (EC) to introduce a single rail ticket across the European Union has been portrayed on the Facebook page \u017div\u010dana \u017dirafa \u2013 a <a href=\"https:\/\/faktograf.hr\/tag\/zivcana-zirafa\/\" title=\"frequent source of misinformation\">frequent source of misinformation<\/a> \u2013 as a step towards &#8220;stricter control of movement and personal data.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Facebook post (archived <a href=\"https:\/\/mvau.lt\/media\/e2b061c1-c865-44d9-9221-28be13dd5170\" title=\"here\">here<\/a>) states:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;The EU is introducing a single train\/airline ticket linked to a digital ID. A multi-code system connecting your travel to your identity, with potential controls based on &#8216;carbon limits&#8217;, &#8216;vaccinations&#8217; or the &#8216;wrong&#8217; tweets. A step towards tighter control of movement and data.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"692\" height=\"675\" src=\"https:\/\/seecheck.org\/wp-content\/uploads\/2026\/06\/zivcana-zirafa-eu-jedinstvena-karta-za-vlak-692x675-1.png\" alt=\"screenshot: Facebook\" class=\"wp-image-12825\" srcset=\"https:\/\/seecheck.org\/wp-content\/uploads\/2026\/06\/zivcana-zirafa-eu-jedinstvena-karta-za-vlak-692x675-1.png 692w, https:\/\/seecheck.org\/wp-content\/uploads\/2026\/06\/zivcana-zirafa-eu-jedinstvena-karta-za-vlak-692x675-1-300x293.png 300w, https:\/\/seecheck.org\/wp-content\/uploads\/2026\/06\/zivcana-zirafa-eu-jedinstvena-karta-za-vlak-692x675-1-24x24.png 24w, https:\/\/seecheck.org\/wp-content\/uploads\/2026\/06\/zivcana-zirafa-eu-jedinstvena-karta-za-vlak-692x675-1-48x48.png 48w\" sizes=\"(max-width: 692px) 100vw, 692px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">It is true that the European Commission has presented a proposal for new rules aimed at making long-distance, regional and cross-border travel easier to plan and book, with a particular focus on rail transport.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Simplifying travel and strengthening passenger protection<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/commission.europa.eu\/news-and-media\/news\/one-journey-one-ticket-full-rights-simplifying-train-travel-europe-2026-05-13_en\" title=\"According to the European Commission\">According to the European Commission<\/a>, booking rail journeys involving multiple operators or border crossings can currently be extremely complicated. Ticket booking systems are fragmented rather than centralised, often making the process confusing. In addition, passengers are frequently left without adequate protection when their journeys involve tickets purchased from different rail operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal aims to simplify travel within the European Union by allowing passengers to book connected journeys involving several transport operators through a single online platform. If adopted, passengers would be able to purchase a single ticket covering multi-leg journeys across several countries through one booking platform. The Commission also intends to strengthen passenger rights in the event of delays or cancellations while providing travellers with clearer and more comprehensive information about all available routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As reported by <a href=\"https:\/\/www.poslovni.hr\/europska-unija\/uvodi-se-jedinstvena-karta-za-vlak-sto-bi-trebalo-olaksati-putovanje-unutar-eu-evo-detalja-4537656\" title=\"Poslovni dnevnik\">Poslovni dnevnik<\/a>, the proposal would also require major ticket sales platforms to include services offered by other railway operators that choose to participate in the common reservation system. Journeys purchased in a single transaction would be treated as one ticket. The proposal must still receive formal approval from both the European Parliament and EU member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission also proposes that passengers holding a through-ticket should be entitled to protection if they miss a connecting train, even when different parts of the journey are operated by different railway companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/qanda_26_1057\" title=\"Commission's Passenger Package\">Commission&#8217;s Passenger Package<\/a> contains three key proposals: enabling passengers to purchase a single ticket across multiple operators, strengthening passenger rights in rail transport, and introducing new obligations for ticket-selling platforms and transport operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Commission has also published a Questions and Answers document explaining its proposed Passenger Package. Nowhere in the document is there any suggestion that the ticket would be linked to passengers&#8217; identity documents, health information such as vaccination status, or their social media accounts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, such personal information is already protected within the European Union under the <a href=\"https:\/\/www.zakon.hr\/z\/3112\/opca-uredba-o-zastiti-podataka---uredba-%28eu%29-2016-679-\" title=\"General Data Protection Regulation (GDPR)\">General Data Protection Regulation (GDPR)<\/a>, which strictly regulates the processing and use of citizens&#8217; personal data.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>European Commission: The claims are false<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To clarify the issue further, Faktograf contacted the European Commission directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We asked whether the proposed Passenger Package would in any way be linked to passengers&#8217; identity documents or to potential controls based on carbon emissions, vaccination status or citizens&#8217; &#8220;wrong&#8221; social media posts, as claimed by \u017div\u010dana \u017dirafa. We also asked whether the initiative was intended to facilitate tracking of citizens&#8217; movements or travel destinations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;To answer your question, those claims are false,&#8221; the European Commission told Faktograf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Passenger Package contains no provisions concerning passengers&#8217; identity documents, nor is it linked to citizens&#8217; social media posts or their health information,&#8221; an EC spokesperson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Passenger Package builds on existing EU digital legislation. It introduces minimum data requirements for ticketing platforms that are necessary to ensure passengers can easily search, compare and purchase tickets, and that travel options are displayed in a neutral and transparent manner for the benefit of passengers. In this context, the package proposes allowing consumers to sort travel options on ticketing platforms according to greenhouse gas emissions, provided transport operators make those data available to the platforms,&#8221; the European Commission told Faktograf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, the Facebook page \u017div\u010dana \u017dirafa claims that the European Commission&#8217;s proposed single rail ticket for travel across the EU will be linked to digital identity documents and could lead to citizens being monitored on the basis of vaccination status, &#8220;wrong&#8221; social media posts or &#8220;carbon limits.&#8221; None of these claims is true.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Original article (in Croatian) was published on 27\/5\/2026; Author: Matea Grgurinovi\u0107 The European Commission is seeking to simplify rail travel across the European Union.
